Planning staff report: zoning citations issued, Rosa property cleanup scheduled; POCD rewrite proposed in next budget

City planning staff on Feb. 26 updated the commission on enforcement activity and long‑range planning work.
Jeremy Leifert reported citations have been initiated for 910 East Main Street (Dos Amigos Zoning) for multiple zoning violations, including vehicle sales and repair activity and failure to follow previously approved site plan conditions. “We’ve gotten no response from any notices that I’ve sent. So we’ve had to start citations on the property,” Leifert said, and he added that some site elements — an ADA ramp in particular — were not compliant though a patio on the parcel was conforming.
Leifert also reported that landscaping work for Batchy Brew (1050 East Main) is nearly complete and that city crews are scheduled to perform an exterior cleanup at the Rosa property under a court agreement; the city will track street‑department time and add costs to the property’s existing fines and liens.
On long‑range planning, Leifert said staff has included a budget request to hire a consultant to rewrite the city’s Plan of Conservation and Development (POCD). If funded, staff would likely issue a request for qualifications in June or July and form a steering committee to oversee the update.
No commission action was required; commissioners asked clarifying questions about citation processes and the POCD schedule.
