Torrington staff to escalate enforcement at Winstead property; deadline set for Newfield Road matter

During the March 4 meeting the City of Torrington Inland Wetlands Commission reviewed enforcement matters and agent determinations.
Staff reported the ongoing unresolved case at 2904 Winstead Road (Frigail property). The commission has issued multiple citations on the site and has not received a required application. Staff said they will issue a cease-and-desist/show-cause order on the year anniversary of prior enforcement action and, if compliance is not achieved, will begin zoning enforcement fines up to $150 per day and consider legal action for wetlands and zoning violations.
A second matter concerns 2480 Newfield Road, an application previously withdrawn by the applicant represented by counsel. The commission had given that applicant until the April 1 meeting to submit materials; staff said they had received no new submission from the attorney or the engineer (Bill Colby) and that, absent a submission, the commission authorized staff to proceed with a cease-and-desist and a show-cause hearing after the deadline.
Staff also listed recent agent determinations issued in the past month: 400 Norfolk Road (shed in the upland review area), 114 Old Winstead Road (commercial warehouse in the upland review area), and 33 Peck Road (land clearing and grading in the upland review area). These determinations were issued as administrative actions and were noted on the enforcement report.
The commission received the enforcement report and directed staff to proceed with the steps described.
