Torrington commission adopts annual update to official wetlands map

The City of Torrington Inland Wetlands Commission on March 4 adopted its annual update to the city's official wetlands and wetland soils map, incorporating newly surveyed areas and clarifying state-mapped approximate boundaries.

Commission staff explained the map update during the meeting, describing colored map layers: red-outlined green-hashed areas mark wetlands for which the city now has surveyed maps on file, while salmon/purple colors indicate state mapping used to flag potential inland wetlands for further review. "We do an annual update of our official map of wetlands and wetland soils," the staff presenter said, noting the previous official update occurred the prior year and that the new map hangs in the land use office.

Commissioners reviewed whether the AJK map (3350 Winstead Road) had been incorporated; staff confirmed that earlier mapping errors were corrected and that the new city map reflects those changes. No public comments were recorded during this hearing. The commission opened the hearing, heard staff explanation, closed the hearing and moved to adopt the newly surveyed wetlands onto the city map. The motion to adopt passed by voice vote.

Staff described the map's role as a screening tool: state-derived boundaries on the map are approximate and used to flag areas that may require site-specific delineation. The commission recorded that the updated map combines previously mapped areas maintained in city files with the state layers used for preliminary screening.

The adopted map will be maintained in the Land Use office and used by staff and applicants to identify resources and determine whether more detailed delineation or permitting will be required for proposed activities.
