Torrington wetlands commission accepts amended wetland map for AJK LLC property at 3350 Winstead Road

"The delineation was completed in October of 2024, and then, some follow-up site visits in December of 2024," Cole said, describing his work and the resulting map. Cole told the commission roughly half of the parcel is wetland and that wetland boundaries follow historical fill limits from a prior gravel- and mining operation on the site.
Nate Nardi Cyrus, the city's wetlands enforcement officer and assistant city planner, told the commission he and City Planner Jeremy Leifert walked the site with Cole and AJK representatives and found the new map to be a positive refinement. "The map we were operating off of was old and appears to have just been inaccurate. So, this would be a positive revision, in my opinion," Cyrus said.
Cole described site features including a service road along the western property line where the Still River flows, an intermittent channel (Travis Brook) paralleling Route 8 on the east side, and three manmade ponds in the center of the parcel. He said the wetland boundary closely follows the edge of excavated pond limits and historic fill areas where upland soil had been regraded.
After the public hearing was opened and no members of the public spoke, the commission closed the hearing and approved a motion to accept the revised wetlands map for 3350 Winstead Road "as presented." The chair called the motion carried.
No statutory citations or conditions beyond acceptance of the map were recorded on the transcript. The commission did not request further study or additional public hearing on the amendment during the meeting.
The action updates the commission's official wetlands map and replaces older, approximate mapping for portions of the parcel.
