Ephrata Council approves series of contracts, interlocal agreements and software purchases

- Resolution R2506 — Contract with CivicPlus to redesign the city website and provide a mobile app; staff recommended CivicPlus citing an existing relationship and migration compatibility; council approved.
- Resolution R2508 — Professional services agreement with Skyhawks for youth recreation programming (ages roughly 1.5–12); council approved the contract.
- Resolution R2509 — Interlocal agreement with Lincoln County Conservation District on ASR work and Landau Associates (see separate article); council approved and committed $2,000 from the water fund.
- Resolution R2510 — Interlocal agreement with the Grant County Health District; council first approved a conflict-of-interest waiver related to legal representation, then approved the interlocal agreement. Staff said the item was budgeted and the vote was housekeeping to formalize an earlier discussion.
Most items were introduced by staff presenters and moved to approve; motions passed by voice vote without a recorded roll-call tally in the transcript.
The council also scheduled a study session on liaison roles and subcommittees for Feb. 5 at 5 p.m., and set a brief executive session to discuss potential litigation.
