Council approves amended Rivercom interlocal agreement; clarifies attorney representation and board makeup

The East Wenatchee City Council on March 4 approved Resolution 2025-19, repealing Resolution 2024-72 and authorizing the mayor to sign an amended interlocal cooperative agreement among Chelan County, Douglas County, the city of Wenatchee and East Wenatchee to operate Rivercom, the consolidated emergency dispatch organization.
City staff said the amended agreement corrects typographical and drafting errors in the version previously approved by Rivercom’s board and does not change the substantive makeup of the Rivercom board or the voting structure that the council approved months earlier. The staff presentation said legal counsel reviewed the draft and that the Rivercom board unanimously approved the corrected agreement.
Council members asked for clarification about language that specifies the Rivercom board’s attorney, Robert Sidarius, would be Rivercom’s counsel and that member jurisdictions would need to retain separate counsel if a dispute involved Rivercom. Staff confirmed the provision was intended to avoid conflicts where the same attorney represents Rivercom and a party in a matter involving Rivercom.
Council member Stockton moved approval; Council member Johnson seconded. The council voted in favor and the motion carried by voice vote.
