Council approves change orders for Safe Routes to School project; city to pay $7,700, water district to reimburse other costs

The East Wenatchee City Council on March 4 approved Resolution 2025-16 authorizing the mayor to sign change orders 6, 7 and 8 with Active Construction Inc. for the Safe Routes to School project (City project numbers 2019-08 and 2019-09).
A city staff presenter explained the change orders are subject to council review because the city’s finance policy requires council approval for any change order that increases a contract by more than $100,000 or 10 percent, whichever is lesser. Most of the costs in the three change orders will be borne by the East Wenatchee Water District, the presenter said; only one item — changing a driveway from hot-mix asphalt to concrete — will be charged to the city, at about $7,700.
Staff said the other changes included extending a 12-inch water main at the Jonathan and Fifth intersection to avoid cutting into a new intersection on a future project, and replacing pavement after a contractor repaired a leaking valve. The water district requested several items during construction; the project agreement included $100,000 from the district toward their improvements.
Council member Tidd moved approval and council member Magdoff seconded. The council voted in favor; the motion carried. The presenter noted the city will pay the contractor the full contract amount and be reimbursed by the water district for district-paid items.
