Mark Thornberry, the agency’s executive director, replied, “Ultimately ultimately, it's my responsibility as the public records officer.” Thornberry added he might delegate the actual response to another staff member but said he is ultimately responsible. In response to whether an individual must be certified, Thornberry said there is a training requirement.
