Planning Commission votes to reclassify most home-occupation reviews as Type 1 to streamline business licensing

The Yakima City Planning Commission voted Feb. 12 to reclassify most home-occupation land-use reviews so they will be handled as Type 1 (ministerial) actions, a change staff said will streamline business licensing for small, home-based enterprises.

Commission Chair Place and planning staff presented a proposed reworking of Table 4-2 (home-occupation types) and a 13-condition checklist that would be mailed to new licensees. Planning staff said the Washington State Department of Revenue now handles initial business licensing and forwards applications to the city for local review; the proposed change would reduce the city-initiated land-use reviews and instead rely on the conditions and existing complaint-driven enforcement.
