Anastasia Marmon and Andrew Wittstock of Eastern Connecticut Housing Opportunities (ECHO) presented a $200,000 request to replace rear decks at two properties and install a French drain at a third property to address drainage and structural integrity concerns.
Marmon said the three properties are 2224 Fairmount Street (rear decks), 500 Boswell Avenue (drainage issue causing ice in the parking area and structural concerns) and 418-420 Norwich Avenue (rear decking replacement). Wittstock, ECHO's director of real estate development, said the organization performs in-house planning and estimating and described access constraints (for example, the Fairmount project requires staging through an adjacent church parking lot and footings must be dug into ledge for the French drain at Boswell).
Committee members questioned whether estimates were complete; staff noted a $59,000 estimate appeared in the proposal for certain scope items and that the Boswell work could require chipping out ledge, which would increase cost and schedule. Staff also flagged required environmental review, HUD processes and potential radon testing as factors that could extend the timeline. ECHO said it could phase projects and would prioritize Fairmount and Norwich Avenue if the committee needed a smaller award.
Committee members asked ECHO to refine cost estimates and to expect procurement and environmental-review steps that could push construction into late spring or fall depending on approvals and HUD processing.
