Cathy Burns, director of development and planning, presented the ordinance and said the petitioner is Quantum Properties doing business as Richwood Industries. Burns said the seven parcels sit adjacent to Richwood Industries' West End manufacturing site and that the change is a minor boundary adjustment that aligns with the city's Comprehensive Plan 2035 future land map. She told council the planning commission voted unanimously to forward the petition with a favorable recommendation.
Burns described the parcel mix as four single-family homes that could remain in appearance or be converted to office space, two parcels that would continue an adjacent industrial use, and one parcel owned by a neighboring industry. After Burns' presentation the council moved the item to a second reading; no final vote on rezoning was taken at the March 10 meeting.
The ordinance as read references the city's zoning ordinance as revised; the planning commission recommendation and the petitioner materials are in the council packet. The second reading will provide an opportunity for additional public comment and a formal vote.
