The purchasing division reported receiving four bids to replace part of the roof at the Public Works Complex and recommended awarding the work to Thoroughbred Construction Group of Ashland.
Mark Bates, representing purchasing, said bids were due Feb. 12, 2025, and listed four bidders and amounts: Par Roofing of Huntington, $56,400; Thoroughbred Construction Group of Ashland, $46,008.91; Trucet Roofing and Sheet Metal Company of Charleston, $65,402; and Fairfax Inc. of Chesapeake, $59,000. Bates said the recommended expense would be funded from bond proceeds previously approved by council and repaid using funds appropriated in the Public Works general fund budget. "We're recommending that we enter into a contract with Thoroughbred out of Ashland for this work," he said.
A council member asked whether Huntington-based firms that were not selected receive feedback; a staff member responded that Huntington businesses receive a 4% local preference and that the difference in bids exceeded the preference in this procurement.
