On March 6, 2025, Representative Barbara Ehart presented House Resolution 11 to the Idaho House State Affairs Committee. Ehart cited historical references, including President George Washington’s statements about acknowledging "the providence of Almighty God," and the U.S. Supreme Court decision Marsh v. Chambers as part of the resolution's text acknowledging longstanding practice of legislative prayer. "The purpose of this resolution is to help honor the historic heritage that prayer has played in American history," Ehart told the committee.
The resolution was introduced without public testimony. Representative Scott moved the committee to send House Resolution 11 to the floor with a due pass recommendation; the committee approved the motion by voice vote.
