House Bill 358 would require agencies to publish agreements in state controller portal

On March 6, 2025, Representative Heather Scott (District 2) presented House Bill 358 to the House State Affairs Committee. Scott said the bill moves reporting requirements from voluntary policy into law so state agencies must submit agreements, memoranda of understanding and similar documents through a state controller reporting portal.
Scott told the committee that the bill defines terms such as "agency," "agreement," and "master agreement," and specifies the data fields agencies must report, including document title, date of execution, a list of participating parties and a summary of purposes. "What they're going to do is put it into law," Scott said, explaining the change from a controller policy to a statutory requirement.
The draft includes exemptions and an annual review requirement; Scott said Scott Smith from the controller's office was available to explain exemptions if needed. Representative Barbieri moved that the committee send House Bill 358 to the floor with a due pass recommendation; the motion carried by voice vote.
House Bill 358 is now headed to the House floor with the committee's recommendation.
