Attorney Niles Welch represented the applicant, Joshua Recycling, and told the subcommittee the site has been cleaned and decluttered since the council last reviewed the business on Jan. 27. “There has been extensive ... cleaning and refurbishing and decluttering of the location,” Welch said, and he reported that Ward Councilor McKenna visited the site and provided positive feedback.
