The committee also made technical corrections to the bill.
A sponsor said the measure came from DOT and noted other states have adopted similar practices to improve visibility during inclement weather. Committee members raised questions about which states had enacted the change; the sponsor identified New York, Maryland, and Michigan among those examples.
On a motion to amend and release Assembly Bill 3496, the committee voted unanimously in favor and reported the amended bill out of committee.
