The Department of Health and Human Services requested a brief, noncontroversial change to statute governing the North Dakota State Hospital in testimony on Senate Bill 20‑78.
Pam Stagnas, Executive Director of Behavioral Health at DHHS, told the committee the bill replaces ‘‘rule‑making authority’’ language with authority to adopt "policies or bylaws" for the hospital's governing body and clarifies that the State Hospital is subject to department rules and policies that apply to the facility. Stagnas described the change as an alignment of statute with current practice and said the department requested the change to remove a drafting mismatch; no funding changes or program transfers were included.
The committee accepted the requested clarification and heard no opposition at the hearing.
