Town of Smithfield water and sewer staff asked the council on March 4 for permission to submit a nonbinding letter of intent to reserve a Vactor (vacuum) truck available from a supplier at a discount if the town holds the unit for purchase after the July 1 budget year.
Public utilities staff presented the offer and the timeline. "There was an ... truck that was available and could be delivered, because the chassis was there, by October of this year at a significant savings," said Ted (public utilities), explaining the supplier's proposal that the town sign a nonbinding letter of intent reserving the unit for purchase after the new fiscal year if funds are approved. The staff presentation compared an approximate current price near $550,000 with a future price near $700,000 and said reserving the in-production unit would avoid the long lead time normally associated with new orders.
Why it matters: The town's existing unit is older and has continuing vacuum-system maintenance needs; staff said it had been usable but that replacement parts and hydraulic work had been required in recent service. Replacing the truck would support sewer, water and stormwater maintenance and could reduce reliance on outside contractors for some work.
Council action and conditions
Staff asked only to send a nonbinding letter of intent that would reserve the truck pending council approval of the budget after July 1. The council discussed equipment needs and funding lines; staff said the unit would come out of the water and sewer budget and the older truck might be reassigned to stormwater or surplus depending on operational needs.
Council approved the staff request by motion and second; council recorded "Aye" and no opposition was recorded. The letter of intent is nonbinding and staff stated the actual purchase would occur only if the FY2025-26 budget includes the necessary appropriation.
Clarifying operational details
Staff said the town's current vacuum truck (an older model) remains in service; recent repairs included hose replacement and hydraulic work. The consultant or vendor warranty for the new truck would follow standard new-equipment terms, and signage/stickers would be added after purchase. Staff also noted that while the town had previously budgeted funds for a trailer intended for stormwater work, that money had been reallocated to other drainage projects after analysis showed the trailer would not meet the town's needs.
