Committee gives due pass to rewrite of North Dakota Commission on Uniform State Laws statute

Representative Lawrence Clameen, chairman of the North Dakota Commission on Uniform State Laws and sponsor of the bill, told the committee the rewrite reorganizes and clarifies membership, officers and expense-reimbursement provisions without creating new substantive authority. "House Bill 11 75 is a rewrite of chapter 54 55 of the North Dakota Century Code," Clameen said. He described subsections that reorganize existing appointment language, add a vice chairman consistent with current practice, and remove obsolete provisions such as references that presupposed long legislative tenure no longer possible under term limits.
Clameen listed current appointees referenced in the draft language and said the rewrite includes a new subsection allowing an alternate appointment if no licensed attorneys are available in the Legislature, "recognition that there are few lawyers in the legislature at the present time and maybe none in the future," he said.
Committee members asked why the rewrite was necessary; Clameen said the intent was clarity—reformatting and removing obsolete text rather than changing who may be appointed.
Senator Lueck moved a due-pass recommendation; Senator Cory seconded. The committee recorded affirmative votes and the chair announced, "Yes. Motion carries." Senator Cory volunteered to carry the bill on the floor.
