Committee reports favorably on broad higher-education bill that changes tuition rules, aid allocation and program names

The Senate Committee on Education Postsecondary reported favorably on Senate Bill 1624, a broad higher-education bill that sponsor Senator Colladeh said is designed to strengthen Florida’s higher education system by changing tuition policies, financial-aid allocations, career and technical education and institutional operations.

“Senate bill 16 24, strengthen Florida's higher education system by improving tuition policies, career and technical education, and institutional operations,” Colladeh said when explaining the bill. He described a number of changes intended to align tuition and aid with workforce needs and to expand access for low-income students.

Key provisions described in the committee presentation include: allowing state universities to establish a market-rate out-of-state fee for nonresident online students so Florida taxpayers are not subsidizing those students; shifting allocations of financial-aid fees and support programs to help underrepresented and low-income students using broader language rather than narrowly defined gender or ethnic categories; authorizing tuition and fee waivers for active Florida State Guard members for up to six credit hours per semester; removing a provision that allowed setting aside 10% of construction contracts for minority business enterprises; changes to the graduation alternative to traditional education (GATE) program to expand partnership options with online providers and to permit marketing and outreach funding aimed at increasing participation in rural areas; and a renaming of Hillsborough Community College to Hillsborough State College.

Colladeh also said the bill renames the Florida Educational Equity Act to the Florida Educational Equality Act, prioritizes expertise on the assisted technology council, adjusts who may appoint advisory board members for the Florida Center for Brain Tumor Research with involvement from the UF president and the UF College of Medicine dean, and updates references to entrance exams and opioid antagonist definitions. The bill removes an out-of-state fee waiver for nonresident students with a Florida resident grandparent and strengthens an FIU office focused on ocean economy research, the sponsor said.

There were no appearance forms or extended debate on the measure. Senator Colladeh waived closing and the committee called the roll; senators recorded affirmative votes and the committee reported SB 1624 favorably.
