BOCC approves three administrative reclassifications to consolidate HR, budget and grants oversight

The Okeechobee County Board of County Commissioners on Feb. 13 approved three personnel reclassifications that restructure administrative functions and alter pay grades for specific positions.
Staff presented the first reclassification: the Human Resources/Risk Management Director position would be reclassified to Administrative Services Director, with a proposed job description and a pay‑grade change from 27 to 29. Administrators said the new title and grade better match combined administrative responsibilities that include oversight of budget, human resources, procurement and grants management. The board approved the reclassification and job description; staff said the employee named in the meeting had already accepted the position pending board approval.
The second change reclassified the Budget & Grants Director position to Budget Manager, narrowing responsibilities to budget development, implementation and monitoring and moving the role to report to the Administrative Services Director. That reclassification carries a pay‑grade adjustment that reduces salary costs. The board approved that change unanimously.
The third item reclassified an Administrative Aid position to Administrative Assistant, elevating responsibilities to include higher‑level administrative tasks and handling confidential information; the pay grade was adjusted from 7 to 10. The board approved the reclassification and new job description.
Each reclassification passed by unanimous voice vote. Staff said the moves aim to realign roles with current organizational needs and to improve departmental efficiencies.
Commissioners thanked staff for stepping into expanded roles during organizational change.
