Planning commission approves Blue Heaven RV Park development order and buffer variance

The Washington County Planning Commission voted to recommend approval of a development order and a variance for the proposed Blue Heaven RV Park, a phased RV campground that would be built in two stages and include an office and bathhouse.
Planning staff told commissioners the applicant has obtained a stormwater permit from the Water Management District and that an environmental assessment and transportation analysis were included with the application. The variance request would reduce a required 30-foot vegetative buffer at the southern boundary to allow fencing and circulation that would provide visitor access toward the adjacent Mobile Swamp area.
Property owner Richard Kyle Britt introduced himself during the meeting and described his intent to develop the park in phases, with 26 RV spaces built first and 19 later along with an office and bathhouse. Britt said the proposal would allow him to relocate closer to family and operate a small business; he identified himself as the owner of the proposed Blue Heaven RV Park.
Planner remarks in the staff packet, and at the public meeting, noted the stormwater permit had already been issued and that the development review committee raised no unresolved concerns. Staff said certificate-of-occupancy conditions and standard building-department reviews remain applicable.
Commissioner questions focused on the location of Mobile Swamp Road relative to the site and on whether conditions tied to stormwater and building permits would be enforceable before occupancy. Planner Miss McDonald and an applicant representative confirmed the permit had been issued and the recommended conditions would not prevent final approval once requirements were met.
The commission moved and seconded approval of staff's recommendation with conditions; the roll call recorded affirmative votes from District 1 Roger Hagen, District 2 Richard Hunde, District 3 Michelle Cook, District 4 Carl Owens, District 5 Jared Hyatt, and Member at Large Chairman John Gay. The development order will now be forwarded to the Board of County Commissioners for final action.
