County staff: FEMA/state closing older flood projects; board approves chair sign Helene reimbursement agreement

Holmes County management told commissioners the Florida Department of Emergency Management and FEMA are closing a 2013'14 flood project account and that the county expects to free previously reserved funds once federal closeout and final reconciliation occur.
Gary Lee, management director, and county staff said the state informed the county this week that projects tied to February 2013'2014 flood events have been closed at the state level and FEMA has agreed to close the project. Staff said the state closure means the county will not face an audit liability to return funds on that project and that, once final federal reconciliation is complete, the county may be able to release previously reserved reimbursement amounts for other uses.
Separately, staff presented a Hurricane Helene grant reimbursement agreement and asked the board to authorize the chairman to sign the document so staff can proceed with reimbursement processing. A commissioner moved that the chairman sign the Helene grant agreement; the motion was seconded and the board voted in favor.
Staff estimated the county's expected reimbursement on the Helene matter to be in excess of $200,000; county staff said the reimbursement had not yet been received at the time of the meeting and remains in process with state and federal agencies.
The board asked staff to return with updates on both the 2013'14 flood account closeout and the Helene reimbursement at a future meeting.
