Holmes County adopts SHIP local housing assistance plan for 2025–2028

Holmes County commissioners on Wednesday approved the county's Local Housing Assistance Plan (LHAP) for the State Housing Initiatives Partnership (SHIP) program covering July 1, 2025, through June 30, 2028, and authorized the chair to sign exhibits required for submission to Florida Housing Finance.
The plan governs how the county will administer SHIP-funded housing activities during that three-year period, county staff said. "The LHAP from '25 through '28 governs what we do for your SHIP program," a housing staff member told the board, noting the document retains most prior program language with some updated terminology.
The county's expected SHIP allocation for the coming year remains at about $350,000, staff said, though a bill in the Florida Legislature could raise allocations for smaller counties. "The funding looks... it's the $350,000," Melanie Veil, who presented the plan to the board, said. "There is a bill currently in the legislature to increase that amount... I'm keeping my fingers crossed that that goes through."
Commissioners moved and seconded approval and instructed the chair to sign Exhibits D and E so staff can forward the executed documents to Florida Housing Finance.
The county also discussed individual CDBG housing-rehab items during the meeting, including a recommended washer-and-dryer grant for an installed mobile home at 2199 (actioned separately), and the possibility of applying for additional CDBG funding under a limited waiver of the usual rule barring applications when an open housing grant exists.
Staff said the SHIP plan had already been reviewed by Florida Housing Finance and that execution of the exhibits was the remaining step required for final submission.
The approval directs staff to complete ministerial signatures and transmit the LHAP package to Florida Housing Finance for final processing.
