Holmes County adopts small-scale future land-use change to allow residence on former restaurant parcel

Holmes County commissioners on February 18 approved an amendment to the county's Year 2045 comprehensive plan to change the future land-use designation for one parcel east of the intersection of Willoughby Lane and Highway 179 from commercial to agricultural.
County planning staff told commissioners the 3.08-acre parcel (parcel number 1215.00.000.000.012.100) formerly held a restaurant and is surrounded by agricultural property; the applicant wants to convert the existing building to a residence. The planning commission reviewed the request on Jan. 28 and 'according to staff' unanimously recommended approval.
"This is an ordinance to Holmes County, Florida, amending volume 3 of the Holmes County Year 2045 comprehensive plan, future land map series'changing the future landings category for one parcel located approximately 2,000 feet east of the intersection of Willoughby Lane and Highway 179 from commercial to agricultural, totaling 3.08 acres," county planning staff read into the record. The staff recommendation presented to the board was for approval.
A motion to adopt the ordinance was made and seconded; commissioners voted in favor. No wetlands were reported for the parcel and staff told the board the property is uplands. Commissioners asked only clarifying questions about the intended use; staff confirmed the intended use is residential.
The ordinance provides for severability, inclusion in the code and an effective date; staff noted the file includes the parcel's legal description.
The matter concludes the board's public-hearing action on that small-scale land-use amendment; no appeal or subsequent conditions were recorded in the meeting transcript.
