LAKE HAVASU CITY, Ariz. — The Lake Havasu City Council voted 7-0 on Jan. 28 to award preconstruction services for the new Fire Station 7 to Wilming Construction Inc., authorizing an $59,839 agreement to support design, cost estimating, phasing and subcontractor selection.
City staff told the council this phase—expected to run about eight months—will produce a guaranteed maximum price (GMP) and help finalize plans. If the GMP and permitting proceed on schedule, staff said construction could begin late 2025 with about a 12-month construction period and a target completion in 2026.
Council and public questions focused on cost, project scope and timing. Councilors asked how the Construction Manager at Risk (CMAR) process protects the city from price fluctuation; staff said CMAR involvement during design improves cost certainty and allows value engineering. The city manager reported $6 million available in the capital budget for the station’s construction.
Public comment included calls to keep police and fire facilities coordinated and requests for clear communication on station design and community impact.
Action: Council Member Cameron Moses moved to award preconstruction services to Wilming Construction; Council Member Jim Dolan seconded. The motion passed 7-0.
