LAKE HAVASU CITY, Ariz. — The Lake Havasu City Council voted 7-0 on Jan. 28 to award a professional services contract to Logan Simpson Design Inc. to update the city’s general plan, a document the state requires be revisited every 10 years.
The contract amount approved was $225,000 plus applicable taxes and is intended to fund the consultant’s work on land use, transportation, housing and public services planning. Project manager Terry Hogan of Logan Simpson told the council the firm has 34 years’ experience, including work in rural and resort communities across the Rocky Mountain West and rural Arizona.
Council members asked about community-engagement add-ons in the consultant’s proposal. Hogan described two options: a public “Lake Havasu Talks” speaker series and a mobile “immersion lab” using virtual/augmented reality to let residents experience proposed place types in a studio or mobile lab.
Logistics and timeline: Staff said Logan Simpson will return to the council at a kickoff meeting — expected in April 2025 — to present a public outreach plan, steering-committee structure and engagement schedule. The council was told the full update is planned for ratification in the November 2026 election.
Action: Council Member Jim Dolan moved to award the contract and authorize the city manager to execute it; Council Member Cameron Moses seconded. The motion passed 7-0.
