Housing bond projects, home‑buyer assistance and adaptive‑reuse efforts under way; city seeks durable funding for 10‑year housing plan

City housing staff said the rental incentive fund approved by the bond has already made awards: the city previously approved awards to Foundation for Senior Living for two phases of senior apartments and will complete a second and likely final round with the remaining $1,670,000. A home‑buyer assistance program (community home buyer assistance program or CHAP) is under development; staff expect the procurement for an administrator to be released next month. Municipal staff also said an adaptive reuse program (for converting under‑used buildings into housing) is on track but will be aligned with zoning code amendments being drafted by planning staff so projects are feasible when funding rounds are published.
For redevelopment of city‑owned public housing, staff reported they will publish a request for consultant services to scope redevelopment options and pursue federal financing and tax credit layering. Staff emphasized that existing residents would not be permanently displaced and would have a right to return under the redevelopment approach being scoped. The housing team said all four bond program strands are active and that the 10‑year housing plan remains on a multi‑year implementation track: 70% of the 58 strategies are underway or ongoing, 20% are complete and 10% are not started.
Staff reiterated the recurring issue that the 10‑year housing plan lacks a stable ongoing local revenue source to sustain programming beyond one‑time bond allocations. Housing staff and the housing commission have discussed options and will bring further recommendations to council as part of ongoing planning.
