Greene County commissioners approve multiple contracts, grants and resolutions; award security camera bid to Garber Connect

The Greene County Board of Commissioners voted Feb. 27 to approve contracts, grant acceptances and resolutions affecting public safety, juvenile services and county infrastructure.

The board awarded the security camera and video management system contract for the courthouse to Garber Connect; approved the annual maintenance agreement with NECO for the county's automated metering infrastructure; authorized acceptance of two behavioral-health grants for the Greene County Juvenile Court detention center ($35,000 and $15,000); approved a contract that lets Clinton County reserve up to three juvenile detention bed days at Greene County's facility; authorized the Department of Job and Family Services to sign an agreement with Franklin County Children's Services to participate in the Ohio Fellowship Program (an internship/reimbursement arrangement); released performance bonds for Nathaniel's Grove sections 79 and 10 in Beavercreek Township; and approved the private sale of a service weapon to Deputy Donna Dempsey under the sheriff's bargaining-unit procedure. Details and context

Security system award: County staff told the board six proposals were received for courthouse security cameras and screening. Although Garber Connect was not the lowest-priced bidder, staff recommended award citing lifecycle maintenance: Garber's annual maintenance cost was presented as $2,000 versus another bidder's $10,000, producing lower total cost over the expected life of the system. The board moved and approved the award to Garber Connect.

Smart-meter maintenance: The NECO annual maintenance agreement covers the county's automated metering infrastructure (AMI). Staff said the county serves about 26,000 customer accounts and that roughly 20,000 of those are on the county's meter system; NECO supports meter hardware and software for that system.

Juvenile services funding and contracts: Juvenile Court staff applied for and were awarded two behavioral-health grants totaling $50,000 for the detention center to fund environmental and program changes (different colors, textures and other design elements described to calm youth in custody). The board authorized both awards and the required acceptance. Separately, the board approved a contract with Clinton County that allows Clinton to reserve up to three bed days at Greene County's juvenile facility; the agreement itemizes daily and program costs and associated fees that Clinton County will pay.

Internship program: Job and Family Services will enter an agreement with Franklin County Children's Services to participate in the Ohio Fellowship internship program. The grant-funded program reimburses stipends and offers a stipend for an in-house trainer; the board authorized the county administrator to sign the contract for the 01/01/2025–07/31/2026 period.

Other finance and procurement items: The board approved routine vouchers and transfers. Staff explained a one-time state seizure payment of about $38,000 had been posted to the general fund; part of that funding was used to pay for a case-management module referenced by staff.
