County hears DLZ update on Montague Valley trail, Rockbridge sewer work and Haydenville study

DLZ told Hocking County commissioners on Feb. 20 that the Montague Valley Scenic Trail planning and Rockbridge sanitary sewer replacement are progressing, with a March 20 bid opening planned for jail demolition and continued work on agreements for a State Route sewer extension.
Tracy Schultz of DLZ gave the Hocking County Board of Commissioners a monthly infrastructure update during the Feb. 20 meeting, describing progress on trail planning, sewer replacement and pending demolition work.
DLZ said the Montague Valley Scenic Trail committee meets monthly and is preparing a short video to support grant applications. Schultz said the preferred Phase 1 would include a section along Front Street to the middle school, a segment out to Aqueduct Park, an under-highway crossing and a connection to 328 on school property, which would give children a route avoiding Front Street. The commissioners discussed ways to publicize the proposed route and agreed DLZ could provide a PDF that could be posted on supporting websites.
On sewer projects, Schultz reported Rockbridge Phase 1 sanitary sewer replacement is nearing completion; the work was primarily grant-funded and DLZ is preparing change orders to spend remaining grant money. She said about five to eight laterals required nonstandard repairs and DLZ is evaluating whether spot digs are necessary. Commissioners and staff discussed recent heavy rain and snowmelt that caused a large inflow/infiltration (I&I) spike; Schultz said flow rose from a typical 700,000 gallons per day to about 15,000,000 gallons during the storm and that crews are identifying low-lying areas and defects (manhole or casting damage) allowing infiltration.
DLZ reported it submitted an ODOT application and is finalizing the schedule for the trail Phase 1; it also applied to the EPA’s WPCLF (Water Pollution Control Loan Fund) for design and construction of the Haydenville regional connection study but said the Iowa EPA offered a loan rather than principal forgiveness, and DLZ plans to decline and reapply next year seeking principal forgiveness for design. On a county jail demolition project, DLZ said bid opening was scheduled for March 20 and that a pre-bid walk-through would be offered for contractors.
Schultz said work continues on an agreement with a developer for a State Route 3664 sewer extension and that DLZ needs a signed copy of the agreement to proceed with the PTI (Plan Approval/Construction Permit) process. A contractor pay request (BLD) for the Rockbridge project was brought forward in the meeting; commissioners instructed staff to include that request in the general business agenda for signature.
The presentation closed with commissioners and DLZ agreeing to follow up with the county engineer and involved staff to confirm details and timelines.
