County presents revised employee handbook; staff to accept feedback before further updates

Polk County administrators presented an updated employee handbook to the general government committee and asked supervisors to review the document and return questions at the committee’s next meeting.
County staff said the new handbook (effective Jan. 5) was reorganized to separate personnel policy (management instructions) from the employee‑facing handbook, add expanded references to federal and state employment law, add an attendance policy, codify telecommuting procedures and an online telecommuting application process, and create a donated PTO pool rather than one‑to‑one donations. The handbook adds “critical personal leave” to cover catastrophic events not eligible under FMLA and clarifies travel and IT acceptable‑use provisions.
HR Director Tim Krueger (named in the meeting) described additional changes: frozen sick‑time payout now applies to all employees who leave in good standing (previously reserved for retirees), comp‑time rules were adjusted so premium pay can be applied to comp time, longevity bonus calculations were clarified to use the rehire date, and PTO accrual rules for part‑time employees will be hour‑based rather than front‑loaded. The handbook also raises carryover limits for nonexempt employees to 300 hours and for exempt employees to 380 hours; changes to the extended leave bank (ELB) increased accrual and maximums as described by staff.
Staff said the administrator has approved the handbook and that training and signature collection will begin; employees will sign policies for harassment, handbook receipt and drug and alcohol policy, and future handbook changes will be distributed digitally via the payroll system. Staff reported they have already held four employee meetings to explain the changes and are collecting employee feedback; supervisors were told staff expects to incorporate much of that feedback in a subsequent, quicker update cycle than in the past.
Committee members asked that a copy be given to absent Supervisor Jeremy Hall so he could review prior to the next meeting. No formal action or vote was recorded on adopting additional changes at this committee meeting; staff requested committee review and comment.
