Butler County to fund Child Support Enforcement database replacement; Job & Family Services outlines OMJ relocation plans

The Butler County commissioners approved a one-time transfer of $54,500 from professional services to software/hardware for the Child Support Enforcement Agency (CSEA) to fund IT consulting and begin replacement of an outdated CSEA database.
Julie Gilbert, executive director of Job & Family Services (JFS), told the board the CSEA system is outdated and the department has been working with Information Services to identify a vendor. Gilbert said the contract for the replacement vendor is expected to appear on next week’s agenda and that the $54,500 transfer secures funds to pay for the initial one-time expense. She said the purchase will support a system that will be ongoing beyond the initial implementation.
The meeting also included an update on plans to relocate OhioMeansJobs (OMJ) services. Gilbert said JFS has met several times with Miami University and is working with an architect to prepare the former VORA technology building for a regional OMJ hub. She said JFS already has a presence at Miami University Middletown — an on-campus office where a representative assists students and other residents with resumes and job search services — and that the relocation aims to strengthen partnerships with Miami University and Butler Tech and better co-locate workforce services.
County administrators said they plan work sessions in March on OMJ relocation logistics and timing. Commissioners approved the CSEA transfer as part of the finance and consent items.
Why it matters: Replacing the CSEA database is a one-time county expenditure staff say is necessary to modernize child-support operations. The OMJ relocation could change where workforce services are delivered and strengthen connections with higher education partners.
