Council approves harbor management plan and confirms three Waterfront Commission appointees

The Newport City Council approved an updated Harbor Management Plan and confirmed three new members to the Waterfront Commission, which officials said will help put the city on a coordinated path for waterfront access, commercial activity and long‑term harbor planning.

Harbor plan details Harbor Master Steve Land and Waterfront Commission chair David Cain presented the plan, describing it as a technical, multi‑year blueprint for public access, economic development and open‑space uses around Newport Harbor. Land described the document as a “working document” that will be revisited periodically: “You’ll see lists of goals in there. As the goals are completed, we put new ones in,” he said.

Why it matters: The updated plan was written to align with the city’s comprehensive land‑use and transportation plans and was reviewed with state coastal management staff, speakers said. Councilors praised the plan’s attention to public access and the harbor’s economic role.

Appointments to Waterfront Commission The council confirmed three nominees for three‑year terms: Timothy Parker Ives, Whitney Ned Jones and Patrick O’Connor. Councilors said the new appointees bring a mix of recreational, industry and legal expertise the Waterfront Commission has sought.

Council discussion Supporters credited outgoing Waterfront Commission members for mentorship and said the new members will be expected to begin work quickly implementing the plan’s goals. The council approved the harbor plan and the appointments without further amendment.
