Policy committee moves draft posting policy to full board, defers facility-use rewrite

The Colleton 01 Policy Committee agreed Feb. 25 to recommend the draft GCEC policy on posting and advertising of professional vacancies to the full board for first reading and to delay action on policy KF (community use of school facilities) while administrators and legal counsel develop an accompanying administrative rule.

The recommendation matters because GCEC would codify how the district advertises administrative and supervisory openings, how long vacancies must be posted and which narrow exceptions allow filling positions without a public posting — issues that determine who sees and can apply for district leadership jobs.

Superintendent Williams said the proposed revisions “adds more specificity to the policy,” including language that would let the board “support[] the possibility of internal candidates” for promotional vacancies while preserving consideration of external applicants. Williams said the draft also includes a list of exceptions and a provision that “the administration will generally advertise all administrative and supervisory job vacancies within the district unless otherwise determined by the superintendent or his or her designee.”

The draft text discussed by the committee states that “no promotional vacancy will be filled unless it has been posted for at least 3 school days unless the superintendent authorizes the placement based on the needs of the district.” Members debated whether that minimum should be longer, shorter or flexible. Trustee Cunningham urged a longer posting window, saying, “I think 5 days should be, be a good number instead of 3 days.” Superintendent Williams and others noted that three days is common practice; Williams said, “So it has to be advertised for at least 3 days.”

Human resources representative Miss Stevens recommended keeping the bulleted exceptions in the policy because “it gives examples of what, exceptions could be for nothing more than clarification.” Several trustees said listing specific exceptions reduces confusion and improves transparency; legal counsel Jasmine (identified in the meeting as the presenter of the redlined draft) and Superintendent Williams recommended that the committee focus on the version prepared by legal counsel while administrators work with legal to draft any implementing administrative rule.

Committee members discussed the role of a catchall phrase such as “generally” to preserve district flexibility for rare circumstances. Jasmine said the broadly worded paragraph was intended as “alternative to specifying exceptions,” while other members said a specific set of bullets plus the paragraph would be clearer. Doctor Bagley, who sat at the table as an expert, noted that some postings are left “until filled” in practice and said he had “really never seen posted more than 3 days” as a general rule.

After the discussion, Committee Chair Erwin proposed forwarding policy GCEC for first reading to the full board and postponing action on policy KF until administrators and legal produce the proposed administrative rule; committee members signaled agreement. Erwin said, “Let's go ahead, and propose, policy GCEC on the posting and advertising of professional vacancies. We will propose that to the board for first reading. Let's hold off on policy KF.”

Next steps: administration will meet with legal counsel to refine KF and to draft an administrative rule to accompany any future first reading of that policy. Superintendent Williams said the administration “would like to get together with legal to kinda talk about some of the changes to KF that we talked about tonight” and return to the policy committee for further discussion.
