Town of Harrisburg accepts $25,000 Duke Energy grant for swift-water rescue equipment

Chief Dunn presented a recommended budget amendment to recognize a $25,000 Duke Energy Foundation grant to equip the Harrisburg Swift Water Rescue Team. The funding requires no local match and is part of a broader Duke Energy Foundation commitment to disaster-readiness and recovery across North Carolina.
Chief Dunn said the money will buy personal protective equipment and operational gear, including dry suits, personal flotation devices, helmets, a boat, night-tracking beacons and rope rescue equipment. "This equipment will be used to purchase personal protective equipment, which includes dry suits, personal flotation devices, things of that nature," Chief Dunn said.
Chief Dunn told the council the Harrisburg team is one of 43 such teams in the state and is deployable to hazardous incidents, citing past responses to hurricanes and regional mutual-aid calls. The chief and town staff said there is no ongoing match obligation tied to this grant; routine maintenance would be expected as with other town equipment.
A council member moved and a second was made to adopt the fiscal-year 2025 budget ordinance amendment recognizing the $25,000 grant. The council voted in favor by voice vote and the motion carried.
