Rob said council previously approved an economic development strategic plan and a $500,000 annual program funding envelope; the FY26 draft does not change that baseline. He said the town has budgeted one approved economic development staff position (hiring now underway) and will rely on the new director to phase additional recommended positions (business outreach and coordinator roles) over time.
TIF activity
Rob explained that the budget includes Farmington TIF inflows that are passed to the developer under existing reimbursement agreements; the FY26 presentation shows a $300,000 in/out entry (revenues offset by reimbursements) and that amounts are expected to scale up as the development’s tax base grows in later years. He said those reimbursements increase the department’s gross budget lines but are revenue‑offset pass‑throughs, not net increases in town general‑fund spending.
Why it matters
Economic development funding and staffing affect the town’s ability to recruit nonresidential investment that yields higher tax revenue per acre than single‑family housing.
