Resident urges action after months of noise, alleged drug activity at Lakeview Drive property

William Adam, a resident at 206 Lakeview Drive, told the Town of Harrisburg council that his neighborhood has endured nine months of nightly noise, vehicle congestion and alleged drug activity tied to a property he says is being operated as a commercial venue. "Five nights a week we don't get to sleep because of the cars, the noise, people screaming and yelling outside," Adam said during the public-comment period.
Town Manager Rob explained that the town is pursuing two tracks: criminal enforcement handled by law enforcement and a civil zoning route. Rob said deputies have executed multiple raids and that an open criminal investigation remains ongoing. On the civil side, he said staff has prepared a zoning complaint and expects to file it on Monday. "Rich has the zoning complaint written up, and that will be filed Monday," Rob said.
Rob cautioned that zoning enforcement can be lengthy and cited a prior case on Hudspeth Road that required about 18 months of court proceedings to resolve. He also said the town had earlier reached a verbal agreement with the property owner for sale of the property in exchange for waiving fines; the owner later retained counsel and did not sign the agreement.
Residents and council members raised safety concerns, noting school bus stops near the property and the risk posed by impaired drivers leaving the site. Town staff said deputies will continue patrols and pursue traffic and criminal violations as they arise.
No formal council vote was recorded on a specific enforcement action; staff characterized the next step as filing the zoning complaint and continuing to support criminal investigations.
