Commission moves plan to create countywide economic and housing development corporation to regular meeting

The Dickson County Commission on March 3 voted to move forward to the regular meeting with an application to form an economic and housing development corporation intended to incentivize housing and related infrastructure countywide.
A presenter at the work session described the proposed entity as similar to the county’s industrial development board but broadened to support housing, retail and commercial projects. The discussion included tax-increment financing (TIF) as one financing tool; the presenter said TIF is being used in the Town of Burns to finance road construction for a new neighborhood. The proposed corporation would be an independent board, appointed by the county, and would operate at arm’s length from county government, the presenter said. County attorney Brian Reagan assisted in drafting the proposal and an outside attorney reviewed the work.
A county official explained that if commissioners approve moving the proposal to the regular meeting, staff will provide a formal application and a charter for the new entity for final consideration at the next meeting. Commissioner Petty moved to send the application to the regular meeting; Commissioner Williams seconded the motion, and commissioners approved by voice vote.
Ending: If approved at the regular meeting, the county would publish the application and, upon adoption, appoint a board to operate the economic and housing development corporation.
