Lock Haven holds public hearing on proposed $11,975 CDBG reallocation from Ross Library to Tigard Park

Lock Haven city staff held a public hearing to solicit input on a proposed modification to the city's 2021 Community Development Block Grant (CDBG) program that would remove a planned Ross Library rehabilitation project and reallocate $11,975 to the Tigard Park Improvement Project.

The modification is intended to revise the CDBG project list for 2021. A staff member for the city said the Ross Library Board, after two attempts to solicit bids, decided to return its CDBG allocation and complete the library rehabilitation using its own budget. City staff requested deletion of the Ross Library rehabilitation project from the city's CDBG program and transfer of $11,975 to the already-approved Tigard Park Improvement Project.

City staff told attendees the Tigard Park Improvement Project is an approved CDBG project that benefits a majority of low- to moderate-income residents in Lock Haven and that the project will not displace residents from their homes. The hearing facilitator asked whether there were any questions or comments; none were recorded during the public hearing.

The public comment period for the proposed modification closes Jan. 31, 2025. Written comments may be submitted by the end of that day to a roberts@lockhavenpa.gov, the city said. The Lock Haven City Council is scheduled to consider the modification at its meeting on Feb. 3, 2025, at 7 p.m. in the council chambers at Lock Haven City Hall, 20 East Church Street.

With no further comments, the hearing was adjourned at 6:30 p.m.
