Parks funding: White County committees back Trip grant application and approve up to $10,000 sign request for sports complex

Steering and related committees in White County voted to send a resolution to full court authorizing pursuit of a Trip grant to help fund a parks and recreation position and approved a request to seek up to $10,000 in sign funding for the county sports complex.

Committee members described the Trip grant as a three-year program that would cover part of the salary in the first two years and increase the county share in the third year. One committee member summarized the grant structure as $25,000 with a $25,000 match in year one, the same in year two, and a $50,000 county obligation in year three, for a potential three-year county commitment of about $100,000.

"If we agree to do this, we're committed to the 3 years," a committee member said during discussion of grant timing and application deadlines. The application window opens March 17 and, if awarded, contracts would begin July 1, according to committee remarks.

Members said the grant would allow the county to hire someone to manage parks operations and programming, to organize events and to implement the county's parks master plan. The committee voted to forward the resolution to full court and to authorize the executive to pursue the grant application.

Separately, the committee approved a staff request authorizing Denny Wayne to seek up to $10,000 from waste-management funds for a sign at the sports complex. The request originated as a $5,000 proposal that was amended on the floor to $10,000 and then approved by voice vote.

Discussion also touched on sign design options: a simple permanent masonry base that could later accept a digital sign was suggested as a durable intermediate solution. Committee members clarified the $10,000 guideline is a spending cap for the sign request and is not itself an immediate budget appropriation; the funds would come through waste-management funding channels identified at the meeting.

Committee members emphasized they were not committing general county operating funds for the Trip grant at this stage but were seeking approval to apply and to send the resolution to full court for formal acceptance if awarded.

Why it matters: The Trip grant and any resulting hire could change how parks and recreation services are delivered countywide, expand programming, and affect multi-year budget planning. The sign decision uses available partnering funds and could improve wayfinding for users of the county sports complex.
