City of Pueblo and county staff report deeper coordination on development review; city considering office relocations

City of Pueblo staff told the advisory board they and county reviewers are meeting regularly to identify routing problems and reduce cases where applications stall. Andrew Hayes (listed in the meeting as "director of color works for Citi") said the city has begun weekly and monthly coordination with county and CDOT staff to catch review items earlier and to route comments so an application does not "fall through the cracks." He said internal workflows and notifications in OpenGov still present challenges (resubmittals can create notification overload) but that improved interdepartmental meetings have helped.
Hayes described a facilities plan item the city will seek action on at council: the city is preparing to move some departments into buildings the city recently acquired, including what was referenced as the former "PBR" building and a Dittmer property. The stated objective is to consolidate certain functions (planning, finance, sales tax, housing staff and related teams) to improve coordination. Hayes said timing depends on negotiated contracts and renovation needs and that further details will be provided when plans are finalized.
City and county officials said they also coordinate specifically with CDOT and other partners, and they discussed the value of early, face‑to‑face pre‑submittal and pre‑application meetings (virtual or hybrid) to resolve technical issues such as utility, drainage and fire‑protection concerns before a formal plan submittal.
