Pueblo County approves $40,000 CDBG subrecipient agreement and up to $50,000 county match for senior emergency repairs

PUEBLO — The Pueblo County Board of County Commissioners voted unanimously March 4 to approve a subrecipient grant agreement with the City of Pueblo that will bring $40,000 in Community Development Block Grant (CDBG) funds for an Emergency Repairs and Essential Services Program, known as ERESP, and to allow the county to use up to $50,000 budgeted in 2025 as a local match.
Alexis Ellis, who presented the item for county staff, said the CDBG award covers ERESP work for the 2025 calendar year. “This will allow us to receive $40,000 in Community Development Block Grant funds for the Emergency Repairs and Essential Services Program, or ERESP,” Ellis said. She said ERESP assists income-qualified seniors and that common repairs include addressing roof leaks, sewer line breaks, water heater replacements and electrical issues.
Ellis said the City of Pueblo’s CDBG funds can be used only within city limits; Pueblo County provides a dollar-for-dollar match so the county can serve eligible households outside the city. County staff told commissioners the county included $50,000 for this matching purpose in the Department of Human Services’ approved 2025 budget and asked permission to use the full amount so more households can be served.
Commissioners voiced support for the program as a housing-stability and cost-saving measure. The motion to approve the subrecipient agreement and the county match carried unanimously.
Votes at the meeting show Commissioner Zach Swearingen moved to approve item 1(a); Commissioner Paula McPheeters seconded. The recorded yes votes were Paula McPheeters, Zach Swearingen and Miles Lucero. No abstentions or no votes were recorded.
