Pueblo County approves smaller 2025 subcontract for energy efficiency direct-install program

Pueblo County commissioners approved a first amendment to the subcontract with Franklin Energy Services for the county’s Direct Install Program, which provides income-qualified households with evaporative coolers and ENERGY STAR refrigerators.
Alexis Ellis, identified at the meeting as the county’s housing program administrator, told commissioners the new maximum contract amount for 2025 is $321,304, reduced from $396,302 in 2024. "Franklin Energy advised that they had less funding for this program due to an updated budget under their new agreement with Black Hills Energy," Ellis said. She added the program is fully funded by Franklin Energy and the county is not required to provide matching funds.
Ellis said households that qualify for other assistance programs such as LEAP, SNAP or Medicaid are automatic qualifiers for the direct-install program. She also said the program typically fills each year and that the department maintains a waiting list; applicants who did not receive services in a prior year are added to that list and are recontacted when new funding or contracts are in place.
Commissioners approved the amendment by voice vote during the meeting.
