County clerk asks commissioners for $30,000 to open Pueblo West motor-vehicle satellite

Pueblo County Clerk Katie Rivera asked the Board of County Commissioners on Feb. 1 to allocate $30,000 to establish a full‑service motor vehicle satellite office in Pueblo West to improve local access to vehicle registration, title and VIN inspection services.

Rivera told commissioners the $30,000 would pay for modest tenant improvements to meet Americans with Disabilities Act and safety standards; labor was not included in that figure, she said, and in‑house supplies and materials would be covered from the request.

The clerk said the office would be “full service just like it is here in the rotunda” and that her goal is a June 1 opening. She said the 2025 budget previously granted two full‑time equivalent positions to support a full‑service operation and that a fully staffed site would require roughly eight employees to run VIN inspections and day‑to‑day services.

County Manager Espinna Genesio and multiple commissioners expressed support and asked staff to identify available funding sources and return the request for final approval in a public session. Genesio clarified that the board’s informal agreement to pursue the request at the work session did not constitute final approval: the funding decision must come at a regular public meeting when any contract is formally signed.

Rivera said she had discussed the site with nearby businesses and that residents appeared enthusiastic; commissioners noted convenience and parking at the proposed location across from the library.

Next steps: staff will review available budget flexibility and bring a funding recommendation and any required documents back to the board for final action during a regular session.
