Thomasville council approves contracts, grants and budget amendment in unanimous votes

The Thomasville City Council unanimously approved a package of contracts, a budget amendment and a state grant on Jan. 21, recording 5-0 votes on each item with Council members Neil Grimes and Doug Hunt absent and no roll-call breakdown of individual votes in the transcript.
Among the actions, the council approved a budget amendment of $236,341 to fund street paving work; the amendment included $236,341 from the city’s paving reserve, an additional $50,000 from Powell Bill funds, insurance proceeds of $2,511 and $7,962, and a $20,000 state grant award that appeared later on the agenda. City Manager Michael Brandt presented the amendment.
The council approved multiple contract awards as part of storm-related debris removal and stream-stabilization grants and routine street maintenance:
- Awarded a debris-removal contract to Zulu Marine for $64,064 as part of a STRAP grant to remove debris from sections of Hamby Creek and Jimmy’s Creek. Emergency Management Director Sam Oshinsky said the grant targets known hazard areas and is recurring, so additional applications may be possible in future years.
- Awarded a streambank-stabilization contract to HES LLC Resource Environmental Solutions LLC for $245,390 as part of the STRAP grant; Oshinsky said the work focuses largely in the Jimmy’s Creek area where residents have reported bank erosion affecting property.
- Awarded a spring 2025 street-paving contract to Thompson-Arthur Paving and Construction for $1,075,465.90 to repave approximately five miles of streets identified in the city’s paving survey, including specified segments such as Church Street, Winston Street, Taylor Street and others.
- Approved a retroactive roofing contract award for phased construction at Fire Station 22 in the amount of $200,100 (retroactive approval to ensure compliance with purchasing policies).
- Accepted a North Carolina Amateur Sports youth-sports grant of $20,000. Recreation staff Dominique Pickett said the grant will buy two gym scoreboards, two large soccer goals and a volleyball net system to increase youth athletic opportunities, particularly for female participants.
On a larger infrastructure item, the council approved a tentative award to Gilbert Engineering Company for $6,775,345 to upgrade the Range Road pump station. Brandt said the project is funded through a mix of a state revolving loan and a grant; higher-than-expected bids required the city to go back to the Local Government Commission (LGC) for reapproval of an increased loan amount. The upgrade is intended to expand capacity and remove a development moratorium in the north end of town by improving transport under the U.S. 29 corridor.
The consent agenda also included approval of an annual audit contract with Martin Starnes & Associates for $66,150 and other routine items; the council approved the consent agenda 5-0.
All recorded motions carried unanimously as presented in the meeting transcript. Several council members and staff members praised the coordination that occurred during the water-system response earlier in the meeting and thanked staff for the work that allowed the agenda to proceed.
