Council schedules contracts for designated crisis responder services for March 18 consent agenda

The Shelton City Council on March 4 agreed to place two contracts on the March 18 consent agenda to formalize designated crisis responder (DCR) services embedded with the Shelton Police Department.
City staff said one contract is with Olympic Health and Recovery Services to provide the DCR employee and a second contract is with Thurston-Mason Behavioral Health Administrative Services Organization to provide funding and administrative support for the placement. City Manager Mark Sigler said the position began in early 2023 through grant funding, there was a gap when the prior DCR left, and a new DCR is now in place.
Sigler told the council the contracts carry no net cost to the city: “This is at no cost. The city provides office space and access in the police department, but they have their own vehicle; all salaries and wages are paid through the grant and through Olympic Health and Recovery Services,” he said. The city will continue to host the position operationally while funding and payroll are handled by the provider and funder, staff said.
A council member moved and seconded placement of the two contracts on the March 18 consent agenda; the motion carried. The March 18 consent agenda will present the formal contract documents for routine approval unless a council member pulls the item for separate discussion.
Staff indicated the DCR model was a recommendation of the homeless task force and was initially placed in service in February 2023 through grant support. The transcript does not record final contract approval on March 4; council action on March 4 only scheduled the contracts for the March 18 consent agenda.
