Larimer County commissioners approve consent agenda, OK $150,000 eviction-prevention grant and FEMA hazard-mitigation funding

The Larimer County Board of County Commissioners approved the consent agenda at its Feb. 18, 2025, administrative matters meeting by a 3-0 vote.

The consent package included a mix of grants, contracts, appointments, license renewals and a resolution. Key items announced on the record included a $150,000 grant agreement with the Colorado Poverty Law Project to provide eviction-prevention legal representation and education; a $40,000 agreement to deliver weatherization services for low-income residents in Larimer County; and a revised agreement for the Crystal Lakes fuels mitigation project, administered by the Office of Emergency Management and funded through the FEMA Hazard Mitigation Program. The Crystal Lakes award was described as two phased: phase 1 funded $20,000 for an archaeological review, and phase 2 funding was said to be "approximately a little over $1,000,000" for hiring a forester and implementing mitigation treatments.

The consent agenda also included a development agreement with CBEP Solar 3 LLC that outlines revegetation, landscape, collateral decommissioning planning and a decommissioning bond requirement; three appointments (Trevor Bridal to the Meadow Hills General Improvement District through Nov. 30, 2028; John Forrest and Sam Parsay to the Agricultural Advisory Board through Nov. 30, 2027); a deed of dedication of a county road right-of-way (PN 337) in perpetuity; and liquor-license renewals for JJ's Bar and Grill (Fort Collins), Enrich Corporation doing business as the Inn of Glen Haven (hotel/restaurant with optional premises) and Carter Lake Marina (fermented malt beverage on/off premises).

Emergency-management grants were on the consent agenda as well: staff reported the county's application to FEMA's Building Resilient Infrastructure and Communities (BRIC) program had been awarded $200,000 to update the multi-jurisdictional hazard mitigation plan. Separately, staff filed a Colorado Parks and Wildlife impact assistance grant application seeking $73,641 to mitigate costs associated with exempt state land withdrawn from property tax rolls; staff noted Larimer County contains roughly 2,800 acres of state parks and about 29,000 acres of state wildlife areas (a little over 32,000 acres total).

The packet also included an amended findings and resolution approving the Poudre Fire Authority sign appeal (heard Jan. 10, 2025), allowing a sign with electronic messaging for emergency alerts in the high country; the county recorded the amended findings and resolution as the final consent item.

Chair Kristen Stevens summarized the vote after the motion and thanked staff: "Lots of great items on there. Thank you for all for being here for those items." The board approved the consent agenda 3 to 0 and moved on to other business.
