Pasco approves $350,000 budget amendment and awards Memorial Pool dome contract

City Council on Monday amended the 2025–26 capital projects budget to cover a shortfall for the Memorial Pool dome project and awarded the construction contract for the pool foundation and deck.
Staff said the Memorial Pool dome (bubble cover) will allow year-round use of the facility for competitive and recreational swimming; the project includes a prefabricated dome, a new pool foundation and pool deck, a bulkhead divider and upgrades to the pool house (roofing, heating and cooling). Council was told the dome fabrication is underway and the foundation and deck contract will be bid and built to support dome operation during higher-wind conditions.
Public works staff presented a final project budget that staff said was originally budgeted at $1.25 million. After competitive bidding, staff recommended the council amend the CIP to cover the remaining deficit by using park development funds. Council adopted Ordinance No. 4763 amending the 2025–26 biennial capital projects budget to authorize use of $350,000 in park development funds to cover the shortfall; the motion passed unanimously.
The city competitively solicited construction bids for the pool foundation and deck. Staff reported three bidders and recommended awarding Bid No. 23479 to ESF Development LLC of Walla Walla, Washington, for the low, responsive total bid of $757,944 (including sales tax). Council approved Resolution No. 4573 awarding the contract and authorized the interim city manager to execute contract documents and necessary budget adjustments; that resolution passed unanimously.
Council members asked about timing for completion so Memorial Pool could host seasonal swim programs. Staff said the foundation contract includes approximately 40 construction days (about eight work weeks), with concrete curing and weather potentially affecting schedule; staff expressed the goal of having the facility available for swim-team use by May if weather and construction progress allow. Recreation manager Brent Cabalic was acknowledged for project coordination.
Votes: Ordinance No. 4763 (budget amendment) passed unanimously on a motion by Mayor Pro Tem Milne; Resolution No. 4573 (bid award to ESF Development LLC for $757,944) passed unanimously on a motion by Milne and second by Councilmember Blaisdell.
