Board adopts multiple Chapter 4 policy updates on progression, ESE, ELL and fees

The Duval County School Board on March 4 adopted several proposed revisions to Chapter 4 of the district policy manual, including updates to the student progression plan, exceptional student education language corrections, English language learner procedures and student fees.
Superintendent Michael Bernier summarized the revisions during a public hearing. The proposed amendments clarify that a copy of the student progression plan will be available on the district website, correct grammatical errors in exceptional student education policies and add that the district’s English Learner (EL) plan will outline placement, services, evaluation and exit procedures. The ELL update also includes an option by which students enrolled fewer than two school years who meet all diploma requirements except the grade-10 ELA assessment may demonstrate grade-level expectations via formative assessments consistent with state rules.
The policy on student fees (policy 4.18) was amended to allow charges for materials or maintenance of district-owned musical instruments and equipment used in visual and performing arts classes. The board opened a public hearing and, with no speakers addressing the item, voted 7–0 to adopt the revisions.
Motion and vote: motion to adopt the Chapter 4 revisions passed 7–0.
Board members said the changes are intended to improve clarity, correct drafting issues and codify procedures already used by schools and departments.
