City begins public outreach for 2026 Parks, Recreation and Open Space plan

Bellingham staff on Feb. 10 previewed the city’s process to update the 2026 Parks, Recreation and Open Space (PROS) Plan. The PROS plan, updated every six years and required by the Washington Recreation and Conservation Office to qualify for state grant funding, guides park, trails and recreation priorities.
Peter Gill, planning and development coordinator for Parks & Recreation, described a public engagement program that includes a community survey (open now), virtual open houses and in-person events scheduled for Feb. 13 at Cordata Park and Feb. 18 at Fairhaven Pavilion. The update will separate policy goals that become part of the comprehensive plan from the implementation capital plan that will guide project work.
Why it matters: The PROS plan sets priorities for park improvements and is a prerequisite for some state grants. Staff said the update will include an inventory, demand analysis, capital improvement plan and broad public outreach.
Next steps: The parks advisory board, greenways advisory committee, neighborhood associations and other stakeholders will be engaged; the plan will return to the planning commission and then council for adoption. No council action was required at the Feb. 10 meeting.
